Description

We are currently in the process of carrying out all necessary due diligence that will form part of our Ofsted regulatory registration checks on the above mentioned property with the intention to register a children's home. As part of the regulatory framework application, we require from the local authority confirmation that we have explored any process that supports the home in terms of any planning application required i.e. a Certificate of Lawful Use. Having considered the use and definitions of classification of C2 or C3b for our proposed children's home, we summised that High Peak Borough Council continues to adopt the same planning framework as our previous registered home located in Glossop and other authorities we currently work with (Salford, Tameside), given we would be registered with Ofsted (regulatory) for up to 4 children supported by 2 staff overnight, which we felt falls in to the category of a single household for up to 6 people (C3b) Definition (Cb3) up to six people living together as a single household and receiving care e.g. supported housing schemes such as those for people with learning disabilities or mental health problems. In essence the clarification is understood, however we are aware that this is obviously open to interpretation and therefore moving forward, we seek clarity and confirmation of the planning requirements. To confirm we will be registered for up to 4 young people who will be supported by a fully qualified and experienced staff team, two of whom will sleep over night to support the children. This will reflect living as a single household, i.e. having meals together, going on holiday together, sharing their home together and therefore do fall under the classification as suggested; (C3b) There would be no material changes to the property. It would be very useful and appreciated if High Peak Borough Council could confirm at the earliest opportunity both the categorisation and importantly of any additional requirem
